Preview Photo Layout Not Working

In the photo layout editor, there is a Preview Photo Layout button in the toolbar to preview the photo layout currently being display.

On Windows 10, if clicking on the Preview button does nothing, go to Windows Settings > Default Apps and check that the default application for the photo viewer has been set

On Windows 7, here are the instructions for setting the default application by file type
