When the photo shows the gif on Sparkbooth, it is going the regular speed
1.5 sec, but when it gets texted to a phone number it become sped up and
    plays too fast.

The software has no control over what other devices
that you upload to. If the software shows it at the speed
that you set it for playing correctly, it should play the same...
the iphone or other social mead may be altering the GIF
and Sparkbooth can not make any adjustments to
make it work on other devises.

Try opening the gif in a web browser on the pc. It should be fine.

    Increase the delay. See attached.

If you are using the non-legacy option, the lower the frame rate = longer
    delay between frames.

I did that made it appear even slower on the computer but did not slow down
when it got to their phone. Below is what appears on the phone.

This is so weird we just took out computer amd took another one right now,
and as you can see on the attached video: first one sent last night before
we left it was correct speed then all we did is take computer to event last
night and it increased in speed when sent, then we turned in back at home
now and it is correct speed. Could location or hotel internet play a
    factor in this?

You are Uploading a FILE and in that process, the Sparkbooth software
no longer has any control... it just sends the file.

It could be the iphone - the internet conditions - lots of things
that Sparkbooth has nothing to do with

I just tried the gif using your settings, and it looks fine on my iPhone
    and PC computer.
Can you send your log by holding down shift-ctrl-9 from Sparkbooth's main
    screen?
    Or see http://help.sparkbooth.com/kb/how-to/sending-support-requests
