<p>NOTE think of a layout as a sandwich, you start with a white piece of bread (the background), then add your meats (the photo boxes) and garnish with... TEXT, Graphics etc and place the TOP piece of bread (THE OVERLAY) that covers everything... unless the overlay has transparent cutouts to be seen thru.</p>
<p>The overlay is the TOP and will cover up everything.</p>
