is it possible to the text or to add an image so it is on top of the overlay?

NO... I will 'esplain Overlays...
When creating a layout, think of it as a Sandwich - you strat with a Plain white piece of bread (the Background) and add your meats, lettuce, etc (photo boxes) each item as they are added are placed on top of each other... when you add the TOP piece of bread (the overlay) it covers all the items in your sandwich...
And NOTHING can be placed on top of the overlay (top piece of bread)
Instead of adding your Overlay image as an Overlay (on the right side)
add it as an IMAGE (top center icon) and then you are building
an open face sandwich with no top piece of bread.
