I am unable to view and continue editing the template. I have restarted, shut-down, and used the task-manager to close out of the screen. But, for almost two hours, all I can see is this loading page. What do I need to do to pass this point and continue to edit my template?
Need to advise soon.

It sounds like you DO HAVE the saved layout SBL file...
Can you ZIP it and attach the ZIP file here and
I can review the layout and see what might be causing this...
I suspect your background/graphic/etc is too large and
causing the load fail

I was not able to download the file. I was in the middle of editing the
file and when it shut down on me, I was not able to reopen the file.
Not sure how to get back to the editing process.

Sounds like the layout rendering is getting stuck on a corrupted layout.
You will probably need to reset the settings back to default. See
